Actually all these tracking and covert surveillance of the populace has been going on since the day the Lightning people came to power.

Back @ 1993/1994 when the www suddenly exploded and households started having internet on home PCs..... there was an incident where the IDA secretly installed a bot on every home PC..... but was discovered and exposed.
The official reply was it was a human error by one of the staff testing the program and had sent out the bot by mistake.
No apology from the gahmen and no further action taken. The brave few who dared to raise the matter further were visited by LKY's dogs and warned not to incite civil disobedience. That was the end of the matter.
