Your advice is the most sensible for this kind of situations..... write an honest FR and let the world know. This way the good WLs will see an increase in business and the lousy ones indirectly are feedback to improve their service if they want better business. This is a win-win-win outcome for everyone. The worst is to post misleading FRs which bring along all the nonsense problems as the truth will eventually filter out.
