Actually, there is no need to pay someone to fill up the visa for u. Did u travelled on your own, or u buy the tour package from a tour agent in Bangkok. If you bought the tour package, then there will be someone offering to apply the visa, filling up for u and say everything is smooth. It is a scam. Filling up the form for visa is simpler than filling up those form at the Johor custom. The form is simpler. Just pay up the money and photograph. It is that simple. The most difficult part is trying to minimise the pocket money they pocket from you. One of the advice from talesofasia is to ask for receipt. I have not try before but it work on someone before.
