Was there in Aug 2012. Bandung scene is disappointing if compare against Jakarta.
There are the places the locals haunt, I did go there with a taxi guide - I couldn't get out of the place fast enough. It alleys with a lot of local guys looking into glass windows at girls (all look bored, rate of 3-7) (think really really local version of Amsterdam) and they will take you to a room (not sure if those places have running water).
If you want to look for FL, have to hunt. In Bandung they have a term for those .. "bispark" (essentially students who are freelancing) - Google "Bandung bispark"
