From my own encounter, generally those not so well to do or poor indonesian people usually will ask for money on the street from the locals / tourist. Even they are being rejected, they will still greet us with respect.

As a long time resident here, I agree. However, I tend not to give to the kids asking in the streets as they are being controlled by gangs.
There are a few whom I know who are cared for by the Masjid, and these are those who have no arms, legs, etc. I do give them, as I know them by face already. Everytime I see them, I give 1k or 2K. It is a small change, and they are valued becos they can bring in the money, to those who can feed them.
Some of the masjid have orphanage where they care for the kids. These are places where children are cared for properly.
