Bro, GL is fine, but GL is too small, and too restricted. Like you said, many bros who are married and attached will find it very malu if they were to bump into someone they know in GL.
What I have suggested would be something like the HK system, in which the girls can operate almost everywhere. So its not physically in one place, but due to regulation, the girls will still turn up for any checkups and appts and the gov can keep taps on them.
You could be walking around in a posh shopping district or a pasar malam place, and just a few steps away is a discreet fuck shop with a handful of girls. No worries if you bump into friends or relatives on the way : just say your are window shopping.
Of course the HK system also has silly aspects, such as requiring girls to be in a single unit, so its also not perfect. A blend of both systems (HK and SG) would be better. FLs can then be regulated. In exchange for registration, they might get better protection and medical benefits, and they won't have to be illegal anymore.
