personnally I never asked before and I not sure cheapo hotel refer to what star hotel, but my gut feel is that if they do hav that service, they will approach you rather than waiting for you to ask lor.
however, during my trip in taipei May this year, i kenna ask EVERY nights on the street by the OKT at ximending area
, but i did not take up the offer lah cos i am lone ranger and doesnt want anything unpleasant to happen mah
