Unfortunately you cannot get a local SIM card without 2 proof of ID and a co-signer (who's a local). That's a lot of hassle so many foreigners (or Chinese) who come for a short time do not bother with it. But many companies or friends have "extra" numbers ready so you may have someone willing to let you use it temporarily.
Other than that, it's phone cards for Public Phones. There are less and less phones that take coins, so it's mostly those 100 nt phone cards or International phone cards. But finding and using public phones is a pain in the ass. Use your SG mobile number. It'll cost more, but you'll have a mobile phone with you. As for these services, you may be discriminated since your phone is international and most people avoid it so they won't be charged international fees.
