Yah you are rite there are no such rules in ICA
however I won't really advise anybody to go and dare or challenge them openly, best approach is still to talk to them calmly/politely and request for the quoted formal regulation why not allowed and then telling them you need this because you either want to write to ST or to clarify further with their Commissioner later
