For the Central Ferry Terminal, as long as there are ferry services, the agents will be open...

I am not sure about the one at Kowloon though... I think it should be same... but if I remember correctly, even though most will be closed, there will be either a couple of agents open... just walk around the floor and you might find one open... in the worse case scenario, deposit your bags at the HKIA, and travel light spend the nights over in saunas... eye candy all night long... until they start knocking off at 6am-9am (pending on which sauna you go to)...
