Normally during festival the hotel are being snap up by agents and the price can go up x 2 to x 3. so it kind of hard to reserve booking during this period unless u know the tour agent well.
As for normal period, you can call the agent or when you get there and buy a hotel voucher. should not post any problem getting a room during non festival season.
