Seriously, I don't know Singapore can change Viet Dong or not. I never try b4. Mostly, I will change it in Vietnam. You can use USD or Sing$ to change to Dong$, exchange rate is the same. Most important, do not change your money in the airport, the rate is suckssssssssssssssssssssss. You will find money exchanger in D1 easily. Mostly gold shops do have foreign exchange and rate is better.
