1. Can't recommend you any hotels. That one best to see yourself and your budget.
2. Tobita and Masushima are the red light districts. All are 20mins and prices range from above 20k+ for SYTs to 13k for MILF cat. Tobita have more men walking around but I find they have more ladies and they also got different sections for SYTs and milfs.
3. The soaplands in Osaka is at Dotonbori. You can walk towards "APA Hotel Nambashinsaibashi-Nishi". It's all in that area. You'll definitely want to do your own research too
