Best restaurant in HCMC by far is La Camargue - high class french on Cao Ba Quat. You will struggle to spend US$150 unless you lash out on wine.
High class Viet there are two - Maxim on Dong Khoi at River end and the one (can't recall name) on corner of Hai Bait Trung and Le Than ton.
The Chinese reataurant in Riverside is also very good.
