My experience is that the hotels with rooms for under US$30 are generally GF.
Once you head towards $40 they get a bit uptight and anything over $50 is a no go zone.
Three locations with clusters of these cheap hotels are near Ben Than market (as Reaper says), the backpacker area near Gossip disco and the sidestreets around the river end of Hai Bai Trung.
Many of these hotels list under backpacker websites.
They lack the facilities of the big hotels but the rooms are generally comfortable and fairly clean and the service is quite personal since they may only have a dozen rooms.
I would doubt that Liberty 4 is GF.
