Also in my European country. I don't see why to be surprised.
If you can prove to be the owner of the number (registered with ID, usually), why they should not be able to give you back a SIM with the same number?
About contacts and data, if you do regular backup on the cloud, you can retrieve also all that easily.

A sales girl in Lucky Plaza just explained me that
from 1st May all SIM cards from ALL OPERATORS have to be registered before first use. No more grace periods on XL and others. All the same as Simpati.
I suggest to be careful before buying, hoping to "work around" and use it without registering.

One more example: on my first day I went to GraPARI to register my two cards: one for only calls on GSM, the other for only data on MIFI modem. I reported the whole story here.
Now, the card for Internet data is working ok, but I just discovered that the other card HAS BEEN NOT CORRECTLY REGISTERED, in spite of having done the procedure at an official GraPARI and not in a small street vendor.
I got a message: register now or you will be blocked. I can receive calls and SMS, but I cannot call neither send SMS.
MAddog, please call me again. I cannot call you back or reply SMS.
