I was in Beppu recently and went to this bigger shopping centre Youme shopping centre. While walking back to my hotel along Nagarekawa Don, came across these small side roads in Motomachi area which had a few soapland shops.
Some had boards displayed in English - "System" which is the price list for the services. As they were in English, it probably catered to foreigners. Prices were in high ¥10k and also ¥20k. I think this would probably be the red light area for this small city.
I read someone's post that Platinum catered to foreigners.
Unfortunately, I did not stop to find out more as I was with my family
