I think the key is to open mouth to ask the rate. I ask 1 shop,they quote 9800,i usually say thank you & walk off,some time they will stop me & ask me how much i want,i always tell them "few shops away,over there offer 9820,can you give better?" If they can't ,i walk off..if they offer same,depend on mood,some time walk off,some time i just change there. But never never tell them next door shop offer 9820,they will mostly ask u to go there change.

Usually depend on amount you change. The more money you change, the more morely you get a better rate.
