Actually by doing this can lead them to interpret 2 meaning:

1) You trusted them and pay even though havan reached your destination. (Some driver actually felt happy)

2) They will think that you had already prepared the small change for them. Hence, you do not have extra to give them.

Anyway i always carry a piece of 100k rupiah note nowadays, learning their style by replying no small change will mostly solve the problem if they tries to ask more on top of the agreed price.
